A conflict between the two Provinces of Kwangtung and
kwanghai appeared inevitable after the driving out from Canton
[of the Kwanghai Farty, in 1920, by Chen Chiung King, and the
bancellation of his independence by Lu Yung T'ing, who thus placed
himself under the control of the Peking Goverment. The result
of LU1a (2) action was the issuance by the Paking Government of
the "Paper Unification Mandate" and when SUN YAT SEN (3) and Party
returned to Canton and refused to recognise the Kandate KVANGTUNG
was in the position of a rebel Province, and Paking's next stop
was to subdus it, through the Agency of LU YUNG T'ING (2).

A conflict might have been avoided but for internal
discussions amongst the KVANGHGI Military Party which necessitated
the creation of the diversion by LU (2) CHEN CHIUNG MING (1) had
ho wish to attack KWANGESI as long as there were not aggressors
ks his main object was the reorganization of KWANGTUNG Provinos.
in this he disagreed from SUN YAT SEN (3) who wished to further
Constitutionalist Cause in China and drive the "Militarists".
JIZM (1) would probably have disregarded SUN'S (3) wishes had he
sat been provoked, in spite of the fact that he would probably
ast with considerable difficulty after SUN YAT SEN'S (3) election
as "Legal" President of China.
Owing however, as already mentioned to discussion among
his Generals especially CHEN PING KUN (4) LU YONG TING (2) was
forced to find a means of pacifying him, and accordingly obtained
an appointment for him from PEKING as Commissioner for the Defence
of the KWANGHSI Borders with Headquarters at WUCHOW (5). His
powers were practically those of Tuchun and placed him on a footing
of equality with TAN HAO MING (6) Tuchun of KHANGHSI,
PEKING meanwhile was making promises of money and war
material to LU YUNG T'ING (2) for the subduing of KHANGTUNG (
although outwardly they exhorted to maintain a defensive attitude
only.
